Public Private Partnership

Public-private partnerships, or PPPs for short, describe contractually regulated cooperation between the public sector and private-sector companies. They combine the flexibility of private companies with the public interest orientation of the state.

Operators' models, construction and service concessions and other forms of cooperation between the public sector and private-sector companies are encountered by citizens on a daily basis – usually without them knowing about it. For example, large corona vaccination centers, refugee arrival centers and refugee shelters were and are often operated in PPP models. Projects to digitize administration are also increasingly being carried out in cooperation between the public sector and private companies. We have been able to successfully support clients in the implementation of these and many other projects – from project planning to execution and project management. Often, the question arises at the beginning whether a tender has to be issued. Then it is a question of sufficient and fair financing. Fees must be reasonable, "overcompensation" must be avoided in terms of the budget and also in terms of state aid law. The administrative burden must be kept within reasonable limits.
